FCC rejects challenge of Plainville radio station permit; Holt to appeal

A Federal Communications Commission panel has denied a request from Coosa Valley News Inc., challenging the earlier issuing of a construction permit for Howard Toole's new FM station in Plainville (WRBF 104.9 FM, not yet in operation). Rome entrepreneur Thom Holt, owner of CVN, questioned Toole's ties to Paul Stone, owner of the Southern Broadcasting stations serving Northwest Georgia (WRGA, Q102, South 107, WGJK 1360 AM). Toole, at the time of his application to bid for the Plainville license, was general manager of stations Stone owned in Athens (since sold to Cox). The FCC reviewed the appeal and dismissed it: ". . . We find that CVN has wholly failed, again, to make a prima facie case warranting reconsideration of our decision to deny CVN's petition to deny. Therefore, we conclude that the grant of the Plainville Permit to Toole was proper." Holt said his next option is an appeal to the commissioners themselves, adding the whole process "was not done right to start with."> Plainville
